France Gaz Liquides, the French national association representing the liquefied petroleum gas sector, sought to anticipate the energy transition by exploring how bio-LPG (biopropane) could be supported through public policy mechanisms. In 2024, with bio-LPG emerging as a promising renewable alternative to conventional LPG, the association aimed to evaluate the feasibility and effectiveness of various incentive schemes to accelerate market adoption. The challenge was to provide decision-makers with a clear, evidence-based analysis of different policy options, taking into account their economic, environmental, and regulatory implications.

Approach & Methodology

Needl mobilized a top-notch expert to conduct a structured study in close collaboration with FGL’s “Incentives” working group. The methodology included:
